Minutes of Commission meeting held on July 11, 2006.
Present: Mary vandenBerg, Chairperson, Steven Anderstrom, Patricia Caron, Ann Hall and Rolf Hilbig. Absent: Howard Fife and James Wettlaufer.
No meeting on June 27, 2006 - Special Town Meeting. No meeting on July 4, 2006 – Independence Day.
7:00 p.m. Chairperson called the meeting to order.
7:05 p.m. Minutes of Commission Meeting held on June 20, 2006 were read, accepted and will be distributed.

A receipt from the Hampden Registry of Deeds for Francis Gregoire’s project on Wales Rd., DEP File
#184-0202, for their recorded Order of Conditions.
A receipt from the Hampden Registry of Deeds for Judith C. Petit of 15 Forest Dr., DEP File #184-0201, for their recorded Order of Conditions.
A copy of a Vendor Voucher paying $250.00 to VADAR Systems Web Page from the Conservation Expense Account.
June 27, 2006 –
A Notice of Intent from Jalbert Engineering for James and Thomas Kosinski to repair a septic system at 50 Island Rd. Public Hearing scheduled for July 18, 2006 at 7:30 p.m.

The DEP File #184-0204 for James and Thomas Kosinski’s project at 50 Island Rd.
The DEP a copy of a letter sent to James P. LaMountain regarding possible violations of the Massachusetts Wetlands Protection Act, MGL ch. 131 s. 40. The Department will be on-site at Mashapaug Rd. in Holland, at 10:00 a.m. on Thursday July 6, 2006.
July 10, 2006, Received
Notice of Intent from Madeiros Consulting LLC to construct a new single-family home, driveway, septic system and associated grading at Lot 5 Mashapaug Rd., Map R-03-A-01, and filing fee check for $262.50.
Notice of Intent from Bertin Engineering Associates, Inc. for the Percolation Test within 100 feet of BVW at Alexander Rd., Map 2-A-03, and filing fee check for $67.50.

Mary vandenBerg reports
John Madeiros called and was angry that his Notice of Intent sent on June 28, 2006 had not been scheduled for a Public Hearing. Due to the fact that the postman thought the Town Hall was closed the entire week, due to Independence Day, the Certified package containing the Notice of Intent was finally delivered on 7-10-2006 at 1:00 p.m. Mr. Madeiros’s Public Hearing is scheduled for 7-25-2006 at 8:15 p.m.
Mr. LaMountain did not attend the scheduled DEP site visit on July 7, 2007. Mr. McKenna reported to have observed from Mashapaug Rd. the LaMountain property. Mr. McKenna said he would write an Enforcement Order. Because Mr. LaMountain continues to burn, Mary understands that the Fire Dept. is to pursue the burning problem in court.
7:30 p.m. RJ Parron gave us a receipt from the Hampden Registry of Deeds for Joseph Frigo’s project on 12 Julie Ann Dr., DEP File #184-0203, for their recorded Order of Conditions. Procedure Sheet #2006-1049 signed by Mary vandenBerg.
7:45 p.m. Tim Jilrein of Miller Rd. having already seen Jack Keogh, Zoning Enforcement Officer, spoke of his concerns that the altering of his neighbor’s property by bulldozer is causing after a rain, mud to pour onto his property as shown on the photos submitted. We suggested that he speak to his neighbor, to the Board of Health who gave septic approval, and then to his lawyer and we would do a site visit.
8:05 p.m. Procedure Sheet #2006-1094 issued to Richard F. Wilmarth of 7 Lakeridge Dr., Map R-04-A-25 to replace a collapsed retaining wall damaged by rain erosion with interlocking Versa Lok blocks. Motion was made to accept the project and approved by all. Procedure Sheet signed by Mary vandenBerg.
Members signed Vendor Voucher’s paying MACC dues for $110.00; stamps $12.20 and The Republican, $36.00 for Joseph Frigo’s legal ad.
8:45 p.m. Heather Blakeley of Bertin Engineering Associates, Inc. arranged for John Popolizio’s Public Hearing regarding the project at Alexander Rd. to be held on July 25, 2006 at 8:45 p.m.
Motion to adjourn made by Mary vandenBerg, seconded and approved by all. Meeting adjourned at 9:10 p.m.
